This is a design choice of the underlying Jupyter Notebook system which ArcGIS Pro inherits, and the same behavior can be observed in standalone notebooks outside of ArcGIS Pro. Using the keyboard shortcuts of Ctrl + C and Ctrl + V is the recommended way to copy and paste between notebooks, as the Edit cell operations affect the active notebook in isolation.Steps to Reproduce
