This issue is addressed in ArcGIS Pro 3.1.
The issue is caused by LAZ 1.4 files written with specific versions of LASzip that wrote an improper spatial reference Well-known text (WKT) information in the Extended variable length records (EVLR). To overcome this issue, it is necessary to drop the extended variable length records (EVLR) and assign a valid spatial reference. There is an existing issue to return a proper error message when such a file is encountered since many files were created with this issue.
Workaround
Overwrite the spatial reference. Use ArcGIS Pro 3.1 as it is better at handling the LAS file. The correct output is generated when a projection is defined.
Steps to Reproduce
