The configured view for an empty selection returns the "No data found." warning message in the Chart widget when 'Category type' is 'By group' in ArcGIS Experience Builder.

Workaround
When configuring the chart under the Data section, for 'Category type', select 'By field'. This allows for a default chart view to be configured when the web app is first opened.
