This behavior is currently as designed. When working with analysis extents based on sites within Create maps workflows, the symbology changes to a transparent fill and blue outline so that the extent and the underlaying map can be easily interpreted. However, providing the ability to change the color of the outline may be helpful. Adding a Preference setting will be considered so that the outline color can be changed to the desired color.Workaround
Create two sites for the same location and overlay the additional site on the color-coded map prior to exporting to PDF file.
