Additional Information

The 'Configure ArcGIS Server Account' utility does not grant permission for the python2.7 folder. When the 'Configure ArcGIS Server Account' utility tool is used, the python 2.7 folder must be manually granted permissions to the new ArcGIS Server account.

Workaround

Manually apply permissions for the ArcGIS Server windows account to have full control over the C:\python27 directory installed by ArcGIS Server.
