This bug is a duplicate of BUG-000131701. This issue is fixed in the ArcGIS Online September 2020 update and to be fixed in Portal for ArcGIS 10.9.Workaround
This bug is introduced at version 10.8.1 of Portal for ArcGIS, earlier versions do not have this defect.
