Additional Information

This is an invalid issue as SQL must not be used.

Workaround

  • Use the output of the Is Null tool as the conditional raster dataset while running the Con tool.
  • Use the expression Con(IsNull("In Raster"), Value, "In Raster") in the raster calculator.
