The Combine tool fails to run in ArcGIS Pro if the output raster name is longer than 28 characters and returns the following error message, "Error 010159: Unable to open VAT file."

Additional Information

The issue is non-reproducible at ArcGIS Pro 2.8.

Workaround

Make the output raster name less than 28 characters. Renamed the output raster to longer than 28 characters after it has been created.
