The cluster pop-up within ArcGIS Pro for a map image layer does not retain clusters when published to Portal for ArcGIS. Instead, the pop-up information of the non-clustered features is displayed.

It is documented that clustering is supported for hosted point feature layers, ArcGIS Server 10.3.1 and later point feature layers that support pagination, CSV layers, and feature collections in the Map Viewer.
