The Clip (management) tool fails to execute in German OS because the tool does not honor ',' as the defined decimal character for extent values.

Additional Information

Use arcpy.Clip_management(NDOM_Layer, str(desc.extent), export_tif). arcpy.Clip_management(NDOM_Layer, desc.extent, export_tif) is a incorrect syntax for the extent.

Workaround

Replace ',' with '.' in the extent values to provide Clip_management with the number formatting expected.For example, if the name of the shapefile used for clipping is named Clip_shp and the extent is obtained with: desc=arcpy.Describe(Clip_shp) and desc.extent, use str(desc.extent).replace(',','.') instead.
