The Clip (Data Management) tool does not honor default cell size of input raster when the Data Frame coordinate system is different from the input raster.

Workaround

Make sure that there is no coordinate system assigned to the data frame before adding input raster and clip feature. Another workaround would be: Instead of choosing the layer from the tool's drop-down menu, Using the path of the raster dataset "LOWALL" as input of the tool. (for example, specify input as <a href="file:c:/nim055875/LOWALL)" target="_blank">c:\nim055875\LOWALL)</a>
