The City Limits SDC file (citylim.sdc) from the Streetmaps Data DVD does not export all features when using the Copy Features/Export Data option to export to a new shapefile.

Workaround

Export the features with either Export Data or Copy Features to a file or personal geodatabase, then export that output to a shapefile, if needed.
