The Change Layout button on the Layout toolbar does not respect changes to text boxes in maps that are modified with Python.

1] Instead of using the Layout toolbar's Change Layout button, use the Getting Started dialog on initial launch. To activate the Getting Started Message go to Customize > ArcMap Options > General. Under Startup select "Show Getting Started Dialog."Select the mxd as a template using the "Browse for more" option on the Getting Started dialog.2] Saving as a copy in 10.1 for 10.0 and opening this mxd in 10.0 also displays the changes.Steps to Reproduce
