The category selector element in ArcGIS Dashboards does not appropriately filter data and update values in the Indicator widget when there are two selectors each with spatial filters and the features selected entirely overlap spatially.

This is expected behavior as multiple spatial filters act as a union instead of an intersection by design. Add two fields (Region and Boundary) in the point layer and use an attribute filter in the actions.
