This solution was built before the new Map Viewer, and the pop-up definition is incompatible with the new Map Viewer. Esri is working on an update to this solution planned for next year that is to be built using the new Map Viewer.Workaround
Use Map Viewer Classic to edit the layer’s pop-up.
