Bug
The "Cannot delete" error is returned in ArcGIS Online when trying to delete an item if the account's role does not have some publishing permissions.

Additional Information
Users who cannot create published items should not be able to delete them. This is as designed.Workaround
- Request an administrator to delete the item.
- Temporarily assign a role that has at least one of the following publish permissions (Publish hosted feature layers, Publish hosted tile layers, Publish hosted scene layers), delete the desired items, then change the user type to the original role.
