This is a by-design behaviour for the web form because strings are not evaluated by mathematical operators. Instead, use join() to connect strings as documented in the XLSForm spec: https://opendatakit.github.io/xforms-spec/#fn:join

Workaround

Use join() to connect strings, as documented in the ODK XForms Specification page.
