Additional Information
The CAD conversion works in ArcGIS Pro. This is a known limitation and will not be addressed in ArcMap 10.x.
Workaround
Use the CAD To Geodatabase tool in ArcGIS Pro 2.4.2.
Use the following steps in ArcMap:
Open ArcCatalog.
Open ArcToolbox, and click Conversion Tools > To Geodatabase > CAD To Geodatabase.
Create a new file geodatabase and run the CAD To Geodatabase tool. The .dwg file is converted correctly in the file geodatabase (FGDB). The FGDB contains the new feature class dataset based on the .dwg file.
