The Business analyst data has a USA.loc in the 'Geocoding Data for ArcGIS Pro' folder. It is unable to be used and returns the error message, "000840: The value is not a Address Locator" in the Geocode Addresses tool.

StreetMap Premium North America locators require StreetMap Premium North America software license. This software license should be included for Business Analyst US customers along with Business Analyst and Network Analyst software licenses. This license should be provided by Customer Service to each US customer of Business Analyst.Workaround
Work with Accounts to ensure a StreetMap Premium licence is available for a Named User licence signing in to ArcGIS Pro.
