The Buffer tool in ArcMap produces different sized buffers when the Dissolve Type option is specified as ALL, compared to Dissolve Type option specified as NONE.

This is as designed. There are two possible algorithms used for buffer, one called SG and the Topology Engine buffer. Which one is used is determined by looking at the relative size and complexity of the input features. From this we determine which algorithm will be most efficient for your data. The larger and more complex the inputs the more likely the Topology Engine buffer will be used. In the Dissolve case, we always defer to the topology engine buffer (SG does not have a dissolve option). Both algorithms have been deemed to fall within the accepted allowable error for the buffer distance used.
