Additional Information

The Buffer tool works in ArcGIS Pro 2.7, and the issue is unable to be tested or fixed in ArcMap due to the lack of development resources.

Workaround

  • Run the Excel To Table tool to convert the XLSX spreadsheet to CSV format.
  • Use ArcGIS Pro.
