The behavior of posting edits changes after upgrading from ArcGIS Enterprise 11.3 to 11.5 and returns the "Partial post violates relational integrity. [Inserted or updated rows require associations: (association object ID)]" error message.

This issue is addressed in 3.7 and 12.1.Workaround
Partial posting of a utility network feature requires posting associated associations and objects simultaneously to avoid referential integrity and corruption. Users who want to partially post features in the branch that are associated with other features in the branch must either post all associated features or delete the association between the features desired to be posted and the features that need to remain in the branch. After that, a validate and partial post works as expected.
