This issue is addressed in ArcGIS Pro 3.2.
Workaround
- Open the Move tool (from the Edit ribbon tab in the tool’s gallery).
- Make sure Snapping is enabled and at least the edge agent is enabled.
- Select feature-linked annotation. A yellow disc called the Anchor displays over the annotation feature selected.
- Hover the cursor over the anchor, press and hold down the Ctrl key, then drag the anchor to snap to the linked feature.
- Release the Ctrl key.
- Hover the cursor over the annotation feature again and move the feature to the desired location, making sure the anchor is always snapped to the linked feature.
After moving the feature to the desired location, to avoid the bug, use the Attribute pane to make any other edits to the annotation feature.
