Use another machine with ArcGIS Pro 3.2.x to create the geodatabase using the BIM File to Geodatabase tool. The ArcGIS Pro 3.2.x geodatabase can be brought into ArcGIS Pro 3.1.x and the building layer can be created, which can be used to create the scene layer package (SLPK).Workaround
