The Auto-Complete Polygon tool creates an extra polygon to fill up the space between the existing polygons and the newly created polygon.

Additional Information

Auto-complete works on features in a different manner than most of the editor tools. Auto-complete runs through a feature cursor on the layer in which the new feature is trying to be created. So, as it goes, Auto-Complete works to find any way to create a new feature with the features in the layer. There is no way for Auto-Complete to distinguish what the user is trying to do when acting in a closed loop orientation.
