Additional Information

This is expected. According to the documentation, "For a feature layer, the maximum records exported to CSV depend on the maxRecordCount property set in the service when published." http://doc.arcgis.com/en/web-appbuilder/create-apps/widget-attribute-table.htm The max record count will need to be increased to handle a larger number during the export.
