The attribute table and Attributes pane do not allow user to enter a minus sign (dash) for a long or short integer field value.

Workaround
For existing data:• If user edits the numeric values and keep the minus sign intact in the cell, the negative values will be retained when the edit is committed.• In the Attributes pane, use the Increment and Decrement arrows to make minor changes to the negative value.• Use the Calculate Field geoprocessing tool to assign negative values to long and/or short integer type fields.For new data:• In the Attributes pane, click a field value cell to activate it for editing. Click the Decrement arrow twice to set the value to -1. Only edit the number and keep the minus sign intact in the cell and press Enter to commit the edit.• Use the Calculate Field geoprocessing tool to assign negative values to long and/or short integer type fields.
