The attachment table from a downloaded replica for a feature service with attachments, created from the REST URL and using file geodatabase as the data format, does not return any records.

Workaround

1. Create a replica with the data format set to SQLite, sync model set to per layer for hosted feature services and set to perreplica for server feature services.2. Convert the resultant SQLite database to a file geodatabase using the Copy Runtime Geodatabase to File Geodatabase tool.
