The ASCII to Raster Conversion tool does not honor NoData value for the output raster as specified by the ASCII file.

Workaround

Use the Copy Raster tool with the .asc file as input. The resulting output raster honors the NoData value as per the .asc file.ORAdd the ASCII file to ArcMap. Right-click the raster in the table of contents, select Data > Export Data and specify the NoData value as per .asc file in the Export Raster Data window.
