This issue is not reproducible in ArcGIS Pro 3.6. Upgrade and reach out to Esri Support Services if the issue persists.Workaround
Use ArcPy of ArcGIS Server instead, which has access to the mosaic dataset for arcpy.da.SearchCursor.
