ArcGIS Pro already has a modern JupyterLab stack to use out of the box with no need to install from pip. In our testing, the timings look within the level of run-to-run noise differences between ArcGIS Pro and JupyterLab.Workaround
Upgrade to ArcGIS Pro 3.2.
