Additional Information
The issue is addressed in ArcGIS Pro 3.1. The issue is tested in ArcGIS Pro 2.2.3 and 2.4 on a Windows 10 machine with the Network File System (NFS) client installed. The issue is not reproducible. Copying the empty file geodatabase consistently takes 2-3 seconds.Workaround
Use the Copy geoprocessing tool, Robocopy command, or manually copy and paste.
