The Parcel team made a code change for ArcGIS Pro 3.0 that fixes this behavior (https://devtopia.esri.com/ArcGISPro/Parcels/issues/3104).

Workaround

To use ListDatasets to return the parcel fabric to be used as a in_parcel_fabric parameter in arcpy.parcel.CopyParcels(in_parcel_fabric, target_database, {out_dataset_name}, {out_fabric_name}), use the workaround below that isolates the name of the in_parcel_fabric using the ListFeatureClasses() tool.
