Additional Information
Copy works as designed by appending _1 to both FC-s in 'test2' in SQLServer PostgreSQL .geodatabase and Oracle. The issue is closed as designed.Workaround
Manually rename the feature classes in the target dataset after the data is copied and pasted to the new dataset.
