The arcgis.gis.admin.EnterpriseUsers.Create() class cannot be used to pre-create accounts within the portal from an enterprise identity store due to a required password parameter.

Workaround

Follow the tutorial at https://enterprise.arcgis.com/en/portal/latest/administer/windows/example-add-members-to-the-portal.htm#GUID-3DA934CF-D2E8-492E-9F05-5D93CE879A81 to use the Create User REST operation.
