Additional Information

This issue is not reproducible on the older version of ArcGIS Workforce. Additionally, this 'view all' feature has been removed on the new version of ArcGIS Workforce (20.0.0 and after). On the new version, the multiple selection list is displayed directly and no flickering behavior either.
