The ArcGIS Web AppBuilder Search widget does not match partial feature layer searches (that is, the widget uses starts-with instead of full-text search logic).

This is the design behavior due to the service-side behavior change.Workaround
Add a full-text index to the relevant field of the underlying feature layer in the feature layer's settings. The full-text search now works in the web app Search widget.
