The ArcGIS Survey123 app does not populate the default value for the question if a relevant condition is not met.

As per XLSform specification and documentation, this is the expected behaviour that values in non-relevant questions are not stored and submitted. If a question is not relevant, it is not available for the user to answer, and therefore should not contain any values, and no values should be submitted, even if they contain defaults or calculations. This was addressed in ArcGIS Survey123 version 3.6 as part of BUG-000097105 and is the correct expected behaviour. If a different behaviour is being encountered with the web app, and non-relevant values are being submitted, this is a bug, and should be filed as a separate bug for the web app.Steps to Reproduce
