This issue is not reproducible in the latest version of ArcGIS StoryMaps. Contact Esri Support Services if the issue persists.Workaround
- Drag the second slide to the position of the first slide, and a map can be added.
- Drag the slide back to the second position, and the map is retained and works as expected.
