Users can upload their JPEG images to ArcGIS Online, and then feature this content in their StoryMap, however, the images may disappear after some time, as referenced in this technical article. The user has a Python script which prevents these images from disappearing from their StoryMap, however, the script must be re-run every time an edit is made to the story map.
The ArcGIS Companion app works with mixed results. Some higher-quality images do not have a noticeable reduction in resolution, but the medium or low-quality images still experience issues.
Note: The ArcGIS Companion app may not be the best workaround if the story map is intended for public use on cell phones, and the majority of the public is not accessing the data through the app.
