The ArcGIS Server WMS Services are currently non-compliant with the Open Geospatial Consortium (OGC) standards because it is not possible to set individual layers to be queryable or not in the external capabilities file or in the service editor interface. It is possible to retrieve information from the layers that are not available for query via a web browser URL.
