The ArcGIS Server Python environment returns an error, “Runtime Error: The software is not authorized for use”, when importing ArcPy on the same machine where ArcGIS Pro is installed and licensed with a non-Professional Plus Named User license from ArcGIS Online.

Workaround

If the Named User licenses in ArcGIS Pro is used, then: 

  1. Use Professional Plus Named User license from ArcGIS Online. 
  2. Use Named User license (Creator, Professional, Professional Plus) from ArcGIS Enterprise only in the machine and not from ArcGIS Online.
