The ArcGIS Server Manager is unreachable after upgrading to ArcGIS 10.3.1 for Server through the ArcGIS Web Adaptor and HTTP. The scrolling bar is present and stays for 15 minutes until the portal token page is loaded. HTTPS works fine.

Unable to reproduce the issue. Please re-configure Web Adaptor after upgrading from ArcGIS 10.3 for Server to ArcGIS 10.3.1 for Server.

Use HTTPS.
