The ArcGIS Server Health Check fails and becomes unresponsive if a hosted scene layer is viewed and the standby Tile Cache data store is not in sync with the Primary Tile cache data store.

Workaround

  1. Upgrade to Portal for ArcGIS 10.9.
  2. Republish scene layers after restoring from a webgisdr backup.
  3. Stop the standby Tile Cache data store and reboot the ArcGIS Servers.
  4. Fix the imbalance by recreating JSON files for all the SLPK in the primary Tile Cache CouchDB that are missing in the standby Tile Cache CouchDB.
