For broken dsconnections.lst files, either:

- Stop ArcGIS Server Windows Service.
- Restore a healthy backup of dsconnections.lst to config-store and DatabaseSupport locations.
- Start ArcGIS Server Windows Service.
- Regenerate the dsconnections.lst file to a fresh state.
- Stop ArcGIS Server Windows Service.
- Delete the dsconnections.lst files in config-store and DatabaseSupport locations.
- Start ArcGIS Server Windows Service.
- Perform Validate All from ArcGIS Server Manager > Site > Data Stores.
To prevent this from occurring, reduce the volume or quantity of Validate Servers requests being performed against the respective ArcGIS Enterprise or ArcGIS Server machines.
