The ArcGIS Server cluster fails after performing an ArcGIS Enterprise upgrade from version 11.2 to 11.3. A message-less error is encountered when attempting to rebuild the cluster using the 'Join Server Site' option. Data store validation fails if more than one machine in the cluster is running.
