Development will investigate this issue.Workaround
Using the binding URL rather than a file allows ArcGIS Portal to be correctly configured with the IDP. For more information, refer to https://developers.arcgis.com/python/api-reference/arcgis.gis.admin.html#identityprovidermanager.
