Bug
The ArcGIS Pro SDK MapFrame.GetMapView(LayoutView) returns the error, "System.UnauthorizedAccessException: Access is denied" in ArcGIS Pro 3.3, but works in ArcGIS Pro3.2.

This behavior is as designed as it is addressed in ArcGIS Pro 3.3 where NULL mapView objects would be returned. The ArcGIS Pro 3.3 fix enforces GetMapView be wrapped inside of a QTR.Steps to Reproduce
