Geodatabases do not support decimal seconds (microseconds). Refer to, https://pro.arcgis.com/en/pro-app/3.0/help/data/geodatabases/overview/arcgis-field-data-types.htm#GUID-6F9BA736-430A-4CBD-990A-AA4C5E91FAB6. There is an option to uncheck 'Error On Duplicate Timestamps' to allow multiple duplicate timestamps. Caution has to be taken as this may produce unexpected results.

Workaround

In the Track Intervals To Feature tool for ArcMap (10.8), choose a Date type field, or any string or numeric field as well. As an example, the Text field containing the above records is chosen, and the date-time field format of YYYY-MM-DD hh:mm:ss.s is entered.

The workflow can be done in ArcMap no matter if the field has duplicate entries or not.
