The ArcGIS Pro Append tool fails to run and the error message "WARNING 000595" is returned when a CSV file is the input dataset and a hosted feature layer is the target dataset.

This issue is addressed in ArcGIS Pro 3.7.Workaround
- Use a file geodatabase feature class.
- Use a different table format, such as Excel or a file geodatabase table.
- Run the tool with the 'Optimize performance for feature services' parameter unchecked.
